河南省組織工作綜述
二是一個(gè)常態(tài)化引才平臺(tái)構(gòu)筑起來(lái)。積極開展人才強(qiáng)省“八大行動(dòng)”，深入實(shí)施“中原英才計(jì)劃”（引才系列），吸引一大批高層次人才和創(chuàng)新團(tuán)隊(duì)來(lái)豫創(chuàng)新創(chuàng)業(yè)。鄭州市升級(jí)“智匯鄭州”系列人才政策3.0版，全方位完善人才服務(wù)保障體系；洛陽(yáng)市出臺(tái)《河洛英才計(jì)劃（2020—2025年）》，進(jìn)一步擴(kuò)大政策覆蓋面、加大資金扶持力度三是一批高層次人才團(tuán)隊(duì)成功打造。2021年以來(lái)，河南引進(jìn)“兩院”院士、海外發(fā)達(dá)國(guó)家院士等頂尖人才16名，領(lǐng)軍人才176名，海內(nèi)外博士9655名，引才數(shù)量和層次均實(shí)現(xiàn)歷史性跨越；中國(guó)科學(xué)院院士李蓬、張鎖江、徐紅星等頂尖人才紛紛加盟河南。四是一系列人才服務(wù)保障措施優(yōu)化提升。推出“一站式”人才服務(wù)平臺(tái)，細(xì)化高層次人才配偶安置、子女入學(xué)、住房保障、醫(yī)療保健等服務(wù)保障措施，著力解除各類人才后顧之憂。實(shí)施創(chuàng)新發(fā)展綜合配套改革，完善人才分類評(píng)價(jià)，重大科研課題“揭榜掛帥”，率先實(shí)施經(jīng)費(fèi)“包干制”，提高科研單位、科研人員的自主權(quán)，點(diǎn)燃人才創(chuàng)新創(chuàng)造的激情。一張張出彩的時(shí)代答卷、一串串奮進(jìn)的堅(jiān)實(shí)腳印、一個(gè)個(gè)攻堅(jiān)的匆匆背影，見證了我省組織工作的累累碩果。
